Steele Settelment
I just got an email informing me of a settlement from eBay and PayPal. I haven't gone so far as to open the claim form to see what they are requesting as documentation. A google search only pulled up one web site that explains the "settlement" in detail. I did notice a typo on the first page.

It claims there is money to be refunded if you used a source other than a cc (using paypal) to purchase an item, then put a claim in to revers the charges because of not receiving the item.

This really did happen to me. PayPal only refunded me some of the money and kept $25 as a processing fee.

Is this some type of new scam aimed at getting our PayPal info, or is this a legit thing?

Life may not be the party we hoped for, but while we are here we might as well dance.

Anytime I've received an email from PayPal instead of clicking on the link in the email I have gone separately to the PayPal site and usually there is a message there waiting on my account.

This did not come from PayPal or EBay. It came from steelesettlement@tgcginc.com
The first bit looks like this:

Steele et al. v. PayPal, Inc. et al., Civil Action No. 1:05-CV-01720 (ILG)(VVP)

Notice from Federal Court. Please Read.

You may be eligible to receive a benefit from a class action settlement if you funded a PayPal transaction using a source other than your credit card between February 1, 2004 and the present.

A federal court has directed that this notice be sent to inform you of a proposed class action settlement. Records show that you may be eligible to receive a benefit under the proposed settlement.

The settlement will resolve a lawsuit against eBay Inc. and PayPal, Inc. (collectively, "Defendants") involving claims arising out of representations in the PayPal User Agreement regarding PayPal's policies and practices for responding to refund requests from those customers who pay for transactions through PayPal using funds from funding sources other than credit cards. Under the settlement, Defendants have agreed to establish a settlement fund of $3.5 million to pay claims to potential class members. The proposed Class is defined as:

Life may not be the party we hoped for, but while we are here we might as well dance.

I have no idea why somebody would make a "statement of fact" that it is a phishing scam without checking. There may be information at the Paypal site about it too. Usually the court requires posting that kind of information.

FWIW, the business email I monitor received notice this morning of a Norton-Symantec class action (it too is legit.)

08:37:03 AM Heverly/Norton-Symantec Subscription Class Action 10 KB
Sender: Heverly/Norton-Symantec@vertismail.com

As they're sent as part of the court case, the sending address will be separate from the defendant's as a general rule.

Interesting ... I am a frequent user of both systems and have not received an email about this matter. Be careful about proceeding ... better to be cautious verses getting burned.

Norton Lawsuit
I just received the Norton one. The problem is if I don't respond, it looks like I will automatically be in the lawsuit. I don't want to sue Norton- they provide a decent prodcut. (Although I have switched recently, but it doesn't diminish what Norton does.) Any thoughts?

Well, I printed out the material and they do not ask for any information regarding your password. Everything else looks pretty standard;name, address, phone number, date of transaction, amount of transaction.

I guess it can't hurt to fill it out and mail it in. We will probably only get a buck or two after it is all over.

I gotta say, it looks pretty legit. Proceed with caution.

EDITED: I went to "tgcginc.com" and found this:

This website is maintained by The Garden City Group, Inc. (GCG), specialists in legal administration services, including class action settlement administration and legal notification. To learn more about GCG, please view our website at www.gardencitygroup.com. GCG is an independent, third-party legal services administrator appointed by courts to assist with the implementation of class action settlements and dissemination of legal notices. GCG sends emails from this domain as part of court-ordered and approved legal notice programs to provide recipients with important information that may affect their rights.

So, it appears this may actually be the real deal. Good luck!

I also received the paypal settlement email. A few years ago I purchased something that was misrepresented. I sent the item back to the person, they said it was ok to do so and they would refund and they never did. I never seen a dime for that.

I would send the e mail to Pay Pal security Dept. They will tell you almost immediately if it is phishing.

It seems to be real. Here's what a paypal rep posted:

Hi All,

I can confirm that in September 2006, PayPal reached a settlement agreement with a proposed class of PayPal customers in an action pending in U.S. District Court in Brooklyn. The suit was filed in 2005 on behalf of a class alleging that PayPal did not clearly communicate information about its consumer protection programs related to specific types of transactions. And I can confirm that the settlement administrator (Garden City Group) was slated to send email notice to the possible claimants starting August 29, 2008. PayPal settled the case to avoid further costs of litigation and devote resources to more productive aspects of our business.

To get additional information about the settlement and whether or not you are eligible to participate in the settlement, please visit the settlement website at: http://www.steelesettlement.com.
